Norrbottens län

Norrbotten county is Sweden's largest and northern-most county, and is divided up into 14 municipalities. The county is the only one in Sweden to have a country border against two countries – Norway and Finland. Norrbotten has great natural resources, such as vast forests, large watercourses and mines rich in iron ore and other minerals. Several cultures have lived together here for a long time. For example, part of Sweden's Sami original population have lived here for a long time, and closer to the border with Finland, there is the Finnish-Swedish culture. Norrbotten is the county of contrasts. There are contrasts between winter darkness and midnight sun, high mountains and archipelago, sparsely populated areas and towns and several different cultures.

Housing situation

Things are going well for Norrbotten, the population is slowly growing and the county's level of employment is approximately the same as the rest of the country. Just like in other parts of the country, the housing market varies from municipality to municipality. There is a housing shortage in around half of the municipalities in the county, which has resulted in a price increase for single-family houses and tenant-owner flats, and an increasing queue for rented flats. In recent years, the level of new build housing has been low, but an increase is now noticeable in a number of municipalities. Many live in one location and work in another. Commuting distances are relatively short between the major population centres in the county. The public transport offering by bus is relatively good for routes where many commute.

Business and employers

The ore, the steel, the forest and the hydro-power are important, both for the county and for the whole of Sweden. The county has exporting manufacturing companies, a growing tourism and services sector, and small businesses that are growing in importance.

The largest employers in the county are Norrbotten county council, with almost 7,500 employees, followed by the municipalities of Luleå, Piteå and Boden. The largest private employer is LKAB. SSAB is of the world's leading manufacturers of steel.

The establishment of a large international company's computer centre in Luleå has supplemented the business sector in the county. The computer centre has gained global interest, and has opened up opportunities for more investments in the county. The willingness to invest in existing companies is great. The mining companies are investing billions in several places in the county.

Schools and education

Luleå University of Technology is the northern-most technology university in Scandinavia, with research and teaching of world class. The university offers many different programmes, such as technology, economics, social sciences, health, media and music, as well as teacher training. Luleå University of Technology is located on five campuses: Luleå, Piteå, Skellefteå, Kiruna and the School of Mines in Filipstad. Norrbotten has a number of vocational college programmes. The programmes result in a clear professional role, and are offered in close collaboration with business.

Medical care

The county has five hospitals: the county hospital Sunderby in Luleå, Gällivare hospital, Kalix hospital, Kiruna hospital and Piteå Älvdal hospital. There are also 34 medical centres, mostly operated by the county council, but some also by private care providers. Each municipality has at least one medical centre.

Culture and leisure

The county has a broad range of cultural and leisure activities, interesting natural and cultural environments and popular visitor attractions. The range of cultural activities include dance and drama experiences and concerts of many different types. There is one major theatre, but plays are also put on in other premises around the county. During the year, there are festivals and market activities that attract many visitors to various municipalities around the county. Norrbotten also has several museums around the county. One example is Ájtte Museum in Jokkmokk, where visitors can learn about Sami culture.

Norrbotten also has a fantastically rich and varied natural landscape, which is a great resource for the county. The county has 354 nature reserves, where you can walk, pick berries and mushrooms and experience mountains and fantastic water-rich river deltas. In most places, fishing, hunting and driving snow scooters are also permitted. The county offers lots of opportunities to carry on sports and leisure activities both in summer and in winter. Skis and skates can provide new experiences, and Norrbotten also has many sports clubs that make it possible for people of all ages to take part in sports and be active.

Associations and organisations – civil society

Norrbotten has many different not-for-profit associations, where old and young are offered opportunities to find various activities. There are study associations that make it possible to learn to sing, dance and gain in-depth knowledge of various languages or areas of knowledge. There are also several folk high schools that offer teaching, for example in creative arts.

Norrbotten has several different faiths that gather and unite people. Several organisations in Norrbotten also work on increasing the integration between native Norrbotten people and those who move here.

Norrbotten county has a Regional Working Group for Integration, consisting of the county administrative board, the employment service, the Migration Board, the county council, Hela Sverige ska Leva, the Federation of Swedish Enterprise, the social insurance service, the Church of Sweden, the Swedish Sports Confederation, the Swedish Education Confederation, the Red Cross, Save the Children and all the municipalities. The group highlights important development areas, gathers together motivated actors and is a teaching network. All individuals moving to the county are regarded as resources who are needed for continued growth and development of the county.

ABF Norr

ABF works to provide people who have fled to Sweden with active support and tools for getting established in Swedsih society. ABF Norr has local branches in almost all of the county's municipalities and arranges e g meeting or activity venues for unaccompanied refugee children and adults, cooking courses, painting workshops and handicrafts groups, language training and living-in-Sweden courses.

Church of Sweden

The parishes in the diocese of Luleå, just like other churches in Sweden and around the world, engage with refugee and immigration issues in different ways. Perhaps the main expression of this is the support given to people who seek out the church. They may need counselling, legal advice, financial support, a sanctuary from persecution, or the opportunity to worship. Parishes in the county's municipalities are involved in a number of activities such as play activities at refugee accommodation centres, homework help, activity groups for adults and children, multicultural venues with language training and creative activities, café activities and mentoring (refugee guides).

Norrbotten's Sports Federation

Norrbotten's Sports Federation (Norrbottens Idrottsförbund) is the Swedish Sports Confederation's regional organisation. Its tasks are to support, represent and lead sports activities in the district. Diversity in sports is all about embracing opportunities and removing obstacles - making use of different skills, experiences and talents at all levels. With its universal language, sports can play an important role in increasing the understanding between peoples and groups. Influences from other cultures contribute to a positive development in Swedish sports. Everyone's right to participate means that anyone who wants to must be able to take part on their conditions. Norrbotten's Sports Federation is involved with various projects in integration and sports, and has also employed an integration coordinator to develop these efforts further.

Save the Children

Save the Children's (Rädda Barnen) task in the county is to work for children's rights at the county and county council levels, mainly through opinion forming and advocacy. The aim of its activities is to improve children's situation in the long term. Work is carried out in close collaboration with members, local organisations and international bodies, and is based on people's own will to influence and change their circumstances. Rädda Barnen also works towards giving children and young people greater influence over their lives, and to have them participate more in everything we do. Rädda Barnen has local branches in most of the county's municipalities. Activities include charity shops, discussion groups for young people, and homework help.

Studieförbundet Vuxenskolan Norrbotten

Studieförbundet Vuxenskolan Norrbotten is an adult educational association that collaborates with other associations, groups and individuals who want to develop, expand and be part of a bigger network. It offers a broad range of study circles, courses, lectures and cultural events with which people can continue to grow through new knowledge and inspiring encounters with other people. The association is active in all of the county's municipalities. Activities it arranges include summer school for unaccompanied children, social sciences and languages, cooking, baking, dancing, gardening, painting and other handicrafts, international cafés and film nights.

The Red Cross

The Swedish Red Cross works for the fulfilment of human rights. Where there are needs and deficiencies in society, it tries to influence politicians and authorities e g to make changes to legislation so that migrants' rights are upheld. The founding principles of the Red Cross movement are humanity, impartiality, neutrality, independence, voluntarism, unity and universality. The movement has no religious or political affiliation and never takes sides for or against any of the parties in wars or conflicts, standing only and always on the side of the individuals who become victims of them.

The Swedish Red Cross has a variety of engagements, including with emergency preparedness, support for refugees and asylum seekers, health care for undocumented people and victims of torture, courses in first aid and international law, and social work. The Red Cross is present in all the county's municipalities with such activities as charity shops (Mötesplats Kupan), first aid groups, sewing groups, language training, telephone helplines, family reunification and prison visits.

Municipalities in the county

Population

​Norrbotten county has 14 municipalities with a total of about 250,000 inhabitants: Arjeplog, Arvidsjaur, Boden, Gällivare, Haparanda, Jokkmokk, Kalix, Kiruna, Luleå, Pajala, Piteå, Älvsbyn, Överkalix and Övertorneå. Arjeplog is the county's smallest municipality, with just under 3,000 inhabitants. Luleå is the biggest, with just over 75,000 inhabitants. It also has the county's biggest population growth - overall, Norrbotten's population has been growing in recent years.
